For one- and two-family homes and townhouses of up to three stories, the City of Austin exempts two kinds of re-roof from a building permit: asphalt shingles replacing asphalt shingles, and any roof covering replaced without affecting the roof structure. Both exemptions end when the property is in the Wildland-Urban Interface area and 50% or more of the roofing is being replaced. Replacing roof decking is exempt only up to 128 square feet.
