Roof measurement for Houston storm and restoration work

Severe weather can leave a roofing team with many properties to assess across a wide metro at once. On July 8, 2024, Hurricane Beryl made landfall near Matagorda as a Category 1 hurricane, and its center passed over the western side of the Houston metro that morning. The National Hurricane Center reports hurricane-force gusts across and north of the metro, and the National Weather Service measured 84 mph at Houston Hobby and 83 mph at Houston Intercontinental. NOAA puts Beryl’s US property damage at $7.2 billion.

Does a Houston re-roof need a permit?

Yes, inside the City of Houston. The Houston Permitting Center issues a Residential Roofing Permit for a re-roof or roofing overlay on a home, and the work is inspected.

The application is the Building Permit Application, the owner’s Declaration in Support of Application, and either the Roofing Overlay Only form (CE-1104) or the Residential Re-Roof Only Worksheet (CE-1109). A re-roof or roof repair needs no plans unless rafters or joists are being replaced. The permit and worksheet must be on site for the inspection, and the permit is valid for six months.

Small repairs are the exception: the city exempts roof-covering repairs that total 100 square feet or less, which is one roofing square, so measure the area you are replacing before you promise a no-permit repair. Houston also runs a voluntary registration program for roofing contractors that asks for proof of general liability insurance of at least $500,000 for death or bodily injury and $500,000 for property damage per occurrence.

Pasadena, Pearland, Sugar Land, League City and the other incorporated cities around Houston run their own building departments, so check the rules where the property is. Coastal jobs: windstorm inspections and insurance paperwork

For some coastal properties south and east of Houston, a re-roof can involve an additional windstorm-inspection step. For a property to qualify for wind and hail coverage through the Texas Windstorm Insurance Association (TWIA), re-roofs and roof repairs in the Texas Department of Insurance’s designated catastrophe area must be built to TDI’s windstorm building specifications and inspected by TDI or a TDI-appointed Texas-licensed engineer. That area includes Galveston, Brazoria and Chambers counties and the parts of Harris County east of State Highway 146, where TDI names La Porte, Morgan’s Point, Pasadena, Seabrook and Shoreacres.

TDI issues the certificate of compliance, and TWIA says a structure without one may be considered uninsurable and ineligible for its coverage. On impact-resistant roofing, TDI leaves the premium credit to each insurer, with a Class 4 roof earning the highest; for TWIA policies the roofing contractor completes TDI form PC068 once the roof is installed.
