There is no single provincial permit office: towns adopt the National Building Code themselves, and St. John’s runs its own permits.
Under the Towns and Local Service Districts Act, which replaced the Municipalities Act, 1999 on January 1, 2025, a town council must adopt the National Building Code of Canada, so permits and inspections are handled by each town.

The City of St. John’s issues building permits and inspects work, and says the permit must be in hand before work begins: even if a contractor is doing the job, the property owner is responsible for obtaining it.
All vendors selling door to door must be licensed and bonded under the Consumer Protection and Business Practices Act, and a buyer can cancel a direct sales contract until 10 days after receiving a copy, without giving a reason.
