Roofing in Regina
Regina roofing rules, from City Hall to the landfill
The City of Regina sets its own rules for building permits, business licences, street use and construction noise. These are the ones a roofing crew meets on an ordinary Regina job, from regina.ca.
Re-roofing and the permit line
Regina needs no building permit for re-roofing when the roofing is replaced with a similar type, the work poses no health and safety risk and there are no structural changes; the City’s renovation package calls it like-for-like materials. If you are changing the materials, a building permit is required. Every roof-mounted solar installation needs a building permit too, with a design professional to evaluate the new loads on the existing roof structure.

A licence for a business based outside Regina
The City issues non-resident business licences to businesses that work in Regina without a permanent premise in the city. A licence runs for one year from the date of issue and is renewed annually, and the City asks for four to six weeks for processing, so it is worth applying before the season starts.

Bins in the alley or parking lane
A garbage disposal bin in an alley or the parking lane of a street during a repair project needs a temporary street use permit; a bin that fits on private property does not. A bin can stay on City property for at most 10 days, and the City asks for the permit request at least 14 days in advance.

Noise, and warning the neighbours
Building construction noise is not permitted between 10 p.m. and 7 a.m. outside industrial zones. An exemption takes a construction noise permit, which the City says takes about 3 to 5 business days, and the contractor is responsible for warning the adjacent residential areas.

Heritage homes, downspouts and tear-off
On a designated heritage property, re-roofing with the same material and specifications needs no Heritage Alteration Permit. Downspouts must sit at least 1.0 metre from foundations, and roof water must be discharged on the property at least 2.0 metres from the shared property lines. The City landfill takes shingles at $95 a tonne (2026 rates), and loads must be secured and tarped.
