Roofing in Saskatoon
What a Saskatoon roofing job runs into at City Hall
The City of Saskatoon issues its own building permits and business licences under its own bylaws. These are the rules a roofing crew meets on an ordinary Saskatoon job, from saskatoon.ca and the City’s bylaws.
When re-roofing needs a permit
Saskatoon needs no building permit when the whole job is replacing or repairing roofing with exactly the same roofing material above the decking. Construction that increases the load on the roof needs one, and so do solar panel installation, structural repairs and alterations or repairs to heritage buildings.

Every contractor needs a City licence
No one may carry on a business in Saskatoon without a business licence, and the City defines a contractor as anyone who constructs, alters, maintains, repairs or removes buildings or structures. A contractor with no permanent business location in Saskatoon buys a non-resident contractor’s licence; the City says licences typically take 7 to 10 business days to process.

Bins need a right-of-way permit
A disposal bin or storage container may not be stored on a city street without a valid right-of-way permit, and never on a grassed boulevard or median. Since January 1, 2026 every bin has to display a physical copy of its permit. The City allows the temporary use of the right-of-way at no charge for the first two weeks.

Construction noise hours
Under the Noise Bylaw (8244), construction, alteration or repair noise that is plainly audible across the property line is restricted between 10:00 p.m. and 7:00 a.m. on a weekday, and between 10:00 p.m. and 9:00 a.m. on a Sunday or statutory holiday.

Eavestroughs and downspouts
The Drainage Bylaw (9772) requires eavestroughs and downspouts to be watertight, in good repair and clear of debris and ice. The City’s lot-grading rules call for downspouts extended at least 2 m (6 ft) from any foundation, never draining onto neighbouring properties, sidewalks, streets or back lanes.
