The City of Charlottetown’s Planning & Heritage Department issues permits within the city, and its downtown 500 Lot Area and heritage rules change what a re-roof involves. These are the points a roofing crew meets, from charlottetown.ca and PEI legislation.

Shingling counts as maintenance, with exceptions

The City’s Zoning and Development Bylaw says no permit is required for normal maintenance of a building, such as shingling, siding, roofing and repainting, and PEI’s Building Codes Regulations do not apply to non-structural material repairs such as removing and replacing roofing with similar materials on a house. The City’s permit checklist adds that the exemption does not apply in the 500 Lot Area, generally everything south of Euston Street, or to a designated heritage resource. Starting construction without a needed permit doubles the fee.

Heritage roofs: same material, or a heritage review

Under the Heritage Preservation Bylaw, ordinary maintenance and repair of a heritage property’s exterior needs no heritage permit as long as replacement materials are compatible with the existing ones in colour and composition. Changing the roofing material or design is a minor application reviewed by the Heritage Officer.
