Halifax roofing rules: permits, heritage, the street and noise
Halifax Regional Municipality issues building permits under the Nova Scotia Building Code Regulations and runs its own heritage, street and noise rules. These are the points a roofing crew meets on an ordinary Halifax job, from halifax.ca and the regulations.
Similar materials, no permit
Section 9 of the Nova Scotia Building Code Regulations says that, unless a municipality requires otherwise by bylaw, removing and replacing roofing with similar materials on a house or other small building needs no building permit. HRM lists replacing roofing or cladding with similar materials among home improvements that need no permit, and requires one for structural repairs or changes; that application includes a roof plan showing the structure, slopes, hips, valleys, peaks and ventilation outlets.

Heritage properties and districts
On a registered heritage property, most maintenance and repair counts as a non-substantial alteration as long as the materials and design stay substantially the same. In the Schmidtville, Old South Suburb and Barrington Street heritage conservation districts, alterations to a roof need a Certificate of Appropriateness, though most basic maintenance and repairs do not when the materials and design stay substantially the same.

A disposal bin in the roadway
A disposal bin, scaffolding or storage trailer in the public right of way needs a temporary work permit through HRM’s streets and services permits, with an HRM-approved contractor listed on the application. The City lists the cost as $200.00 plus a $1000.00 performance security deposit.

Construction noise in residential areas
Under By-law N-200, construction in a residential area is allowed from 7 a.m. to 8 p.m. Monday to Friday, 8 a.m. to 7 p.m. on Saturday, and 9 a.m. to 7 p.m. on Sundays and holidays.

One municipality since 1996
The City of Halifax, the City of Dartmouth, the County of Halifax and the Town of Bedford were amalgamated on April 1, 1996 to form Halifax Regional Municipality, so a Dartmouth or Bedford job is an HRM job for permits, heritage, street use and noise.
