Roofing in Québec City
Québec City roof rules: heritage, snow and the street
The Ville de Québec writes its own construction, heritage-review and nuisance by-laws, and its historic districts change what a re-roof involves. These are the points a roofing crew meets on an ordinary Québec City job, from ville.quebec.qc.ca and its by-laws.
A new covering without a permit, with exceptions
Under the City’s by-law on its urban-planning powers (R.V.Q. 1400, art. 1205), changing or renovating a roof covering without any change to the roof structure needs no building permit. Article 1203 makes a permit mandatory anyway for a heritage building or a building in a heritage site, for work under the urban-planning and conservation commission (CUCQ) by-law, and in areas under an architectural integration plan (PIIA). The City allows about 30 days for a first answer, and PIIA or CUCQ review adds 30 to 60 days.

Vieux-Québec and the other heritage sites
Permit requests in the CUCQ sectors, which include the declared heritage sites of Vieux-Québec, Beauport, Charlesbourg and Sillery, are reviewed by the commission, usually in 4 to 8 weeks, and no permit can be issued there without the Ministère de la Culture’s authorization. In Vieux-Québec the conservation by-law asks for replacement materials identical to the originals. For buildings built before 1955 in those sites, the City’s heritage program pays 70 % of eligible roofing costs, up to $50,000 per building a year or $70,000 for roofing, and the owner must have written confirmation of the grant before work starts.

Snow and ice on the roof
The nuisance by-law (R.V.Q. 1006) makes it a nuisance to leave snow or ice on a roof that faces public land less than 3 m away, measured on the ground. When a sloped roof by the street is cleared, the City asks for a safety perimeter warning of falling snow and ice, regular removal of icicles and a cleared sidewalk afterwards. Clearing a flat roof needs no permit.

A container on the road
Since December 2024 every occupation of the roadway in Québec City, a construction waste container included, needs an occupancy permit and is charged under the City’s fee by-law. You request it through 311 and should allow up to 10 business days.

Construction noise hours
For construction work, the City’s noise rules allow operating hours of 7 a.m. to 9 p.m. Monday to Saturday, and 10 a.m. to 9 p.m. on Sundays and holidays.
