A measurement report answers the questions that decide whether a trip is worth making: how big the roof is, how steep each facet is, and how much edge metal and ridge cap it needs. It does not replace the site visit where one is needed. The satellite image can predate recent weather, so a report shows the roof’s shape and size, not its condition or any damage. Accuracy depends on the imagery over each roof: sharp, recent imagery and a clearly visible roof give the most reliable measurements, while tree cover, shadows and complex rooflines reduce certainty. Confirm key dimensions on site before ordering materials.

Florida licenses roofing contractors through the Construction Industry Licensing Board of the Department of Business and Professional Regulation (DBPR). State law defines a roofing contractor as one whose services are unlimited in the roofing trade. A certified roofing contractor may contract in any jurisdiction in the state; a registered roofing contractor may contract only in the jurisdictions where the registration is issued and local licensing requirements have been met.
The certification or registration number must appear in each offer of services, business proposal, bid, contract or advertisement a contractor uses. Add your license number once in Profile › Branding and Roof Manager prints it on your proposals and invoices.

If an existing roof or roof section was built, repaired or replaced under the 2007 Florida Building Code or a later edition, and 25 percent or more of it is being repaired, replaced or recovered, state law says only that portion has to be built to the code in effect. Local governments may not amend this exception. For an older roof, ask the building department how the code applies before you scope the job.
Per-facet areas show how much of a roof section a repair covers, so you can see which side of 25 percent a job falls on before you price it. The 8th Edition (2023) of the Florida Building Code has been in effect since December 31, 2023; the 9th Edition takes effect on December 31, 2026.

State law makes it unlawful to construct, alter, modify, repair or demolish a building without first obtaining a permit from the appropriate enforcing agency. It also provides that qualifying work on a single-family property valued at less than $7,500 may be exempt, but only if the owner or the owner’s contractor submits a written request for exemption to the local enforcement agency with a copy of the contract or other documentation showing the nature and value of the work. The exemption does not apply on a property partly or entirely in a flood hazard area or to electrical, plumbing, structural, mechanical or gas work, and a project may not be split to stay under the limit.
Roofing work under $7,500 is not automatically permit-exempt. Whether a particular job qualifies is for the local enforcement agency to decide, so verify the requirement with the agency where the property is before you promise a no-permit job. The Florida Building Code’s High-Velocity Hurricane Zone (HVHZ) covers Miami-Dade and Broward counties, and its roofing chapter sets its own application and testing standards there. Roofing is one of the product categories that must be approved before use in construction in Florida, and the state Product Approval search lists separately whether a product is approved for use in the HVHZ.
Miami-Dade County Product Control notes that changes to the HVHZ roofing chapter in the 9th Edition, effective December 31, 2026, will affect some current Notices of Acceptance for roofing underlayments and for hip and ridge shingles. Check approvals before you order materials from a measured list.

Florida limits how contractors handle roof work tied to property insurance. A contractor may not offer a residential property owner a rebate, gift, cash, a waived deductible or any other thing of value for allowing a roof inspection or for making an insurance claim for roof damage. A contractor may not interpret policy provisions, advise on coverage or adjust a claim without a public adjuster license, and may not give an insured an agreement authorizing repairs without a good faith estimate of the itemized and detailed cost of services and materials.
Advertising that encourages a roof insurance claim must carry specific notices, and residential roof contracts must include required notice language. A measurement report gives you the quantities behind an itemized estimate; Roof Manager does not file, advise on or adjust insurance claims.
