Alberta has two rules most other provinces do not: a written permit exemption for like-for-like re-roofing, and a licence for contractors who sell away from their business and take money before the work is done.
Alberta’s building code is the National Building Code – 2023 Alberta Edition; its first printing was declared in force May 1, 2024, and a second printing was published August 17, 2026. Permits come from accredited municipalities, or accredited agencies elsewhere, and primary responsibility for compliance rests with the building owner.

Alberta’s Permit Regulation says no permit is needed for re-roofing when all four conditions hold: the work is for appearance or maintenance, the new roofing is of a similar type, health or safety is not at risk, and there is no structural change to the building.

A contractor needs a prepaid contracting licence from Service Alberta, with a security, when it sells or signs home-improvement contracts in person away from its own place of business and accepts money before all the work is done. Customers can cancel those contracts, and door-to-door sales over $25, within 10 days of receiving their signed copy.

Workers must be protected where they could fall 3 m or more, and a written fall protection plan is required at that height without guardrails. WCB-Alberta lists roofing as a compulsory industry: open an account within 15 days of hiring your first worker.
