A building permit is issued by the body that enforces the Building Code in your area, normally the municipality. The province’s guide for roofing businesses notes that the permit is the customer’s responsibility, though many contractors offer to get it. The province does not publish one rule for re-roofing, so check with the municipality.

Ontario does not license roofing contractors; the province tells businesses to check their city or municipality for local licence requirements. Roofer is a non-compulsory trade with Skilled Trades Ontario, so certification is voluntary.

A roofing contract signed in the homeowner’s home is a direct agreement under the Consumer Protection Act, 2002. It must be in writing, and the customer has a 10-day cooling-off period that starts when they receive their written copy.

Where workers face a fall of more than 3 m, a guardrail is required if practicable, and construction workers who use fall protection must complete an approved Working at Heights program, valid for 3 years. People who own or run a construction business, with or without employees, generally need WSIB coverage.
